The problem was not strictly that I received too many pop-ups; it was that I could not access the pop-ups with my screenreader, JAWS for Windows, which I use due to my blindness. The pop-ups would appear and prevent me from accessing other parts of a webpage, but besides a brief announcement from my screenreader, I had no way to access and interact with the pop-ups.
